FLAIR Act Introduced in U.S. Senate; MAPPS Advocates Bill to Improve Federal Land Stewardship Utilizing Geospatial Technologies

A bill to develop a current, accurate Federal cadastre to inventory all Federal real property has been introduced in the U.S. Senate, earning praise from MAPPS, the national association of private geospatial firms.

The Federal Land Asset Inventory Reform (“FLAIR”) Act, S. 3043, introduced May 21 by U.S. Senators Claire McCaskill (D-MO) and Orrin Hatch (R-UT), was among the issues members of MAPPS discussed with members of Congress during the MAPPS Federal Programs Conference, held March 10-12, 2008 in Washington, DC.

The FLAIR Act authorizes the Department of the Interior to compile a current, accurate inventory of Federal land ownership, as called for by the Government Accountability Office and the National Academy of Sciences, as well as provides for conducting an inventory of current inventories to eliminate duplication and save tax dollars.

MAPPS Executive Director John Palatiello expressed deep appreciation for the leadership of Senators McCaskill and Hatch, saying they “have been working in a bipartisan manner to introduce this important Federal legislation. MAPPS commends Senators McCaskill and Hatch and looks forward to working with them to enact the FLAIR Act,” Palatiello said.

On Wednesday, March 12, during the annual MAPPS Federal Programs Conference, MAPPS members and the National States Geographic Information Council (NSGIC) jointly hosted a Congressional breakfast with other stakeholders from the geospatial community. During that day, MAPPS and NSGIC members were on Capitol Hill visiting their Congressional delegations, discussing legislation affecting the geospatial community, including the FLAIR Act, and advocating a number of Federal agency programs.

Florida Property Appraiser Speeds Valuation Process with ESRI ArcGIS Server

Retrieving property information in Orange County, Florida, is more convenient than ever thanks to a new Web site based on ArcGIS Server. The Orange County Property Appraiser (OCPA) created an interactive map tool that allows residents, realtors, investors, and anyone who needs Orange County parcel information to get the data they need via an easy-to-use interface. With it, users can search by owner, parcel number, street intersections, and coordinates in addition to generating buffer/mailing lists and creating comparable sales reports. The Web site was designed to meet the needs of today’s high-speed users by quickly delivering the information they need. OCPA is responsible for determining the value of real estate and tangible personal property in Orange County for the purpose of ad valorem taxation and land records management. Prior to creating the ArcGIS Server Web site, OCPA used ArcIMS to deliver cadastral information online.

Although a success, with upwards of 5,000 unique visitors a day, the site required five spatial servers and an application server to manage it. With ArcGIS Server, both the data and application can reside on just one server thanks to the image-caching functionality of ArcGIS Server. ArcGIS Server technology’s multilevel map caching ability makes it possible to display detailed maps with complex rendering in an environment where data needs to be displayed fast. In addition, ArcGIS Server has much improved scalability to accommodate a growing number of users.

Fugro EarthData, Inc Gets New President

Edward Saade has been appointed President and Managing Director of Fugro-EarthData, Inc. Taking over for Anne Hale Miglarese, who led the company’s transition from private ownership to its current standing as a member of the international Fugro organization, Mr. Saade will assume responsibility for Fugro EarthData’s traditional mapping, GeoSAR radar mapping, and GIS business lines to ensure a continued commitment to quality, innovation, and customer service.

Along with a background in marine - and land-based geospatial and geophysics applications, Mr. Saade also brings to the company a proven record of leadership within the Fugro organization. His appointment to head Fugro EarthData follows five successful years as president of Fugro Pelagos, a California-based company specializing in hydrographic surveying. During his tenure at Fugro Pelagos, the company doubled in size and expanded its presence within the federal and state government markets.

Full Support for FDCC Security Policies Included in ArcGIS Desktop

ESRI now supports the Federal Desktop Core Configuration (FDCC) security policies on all ArcGIS Desktop 9.2 products. The FDCC, as defined by the U.S. Office of Management and Budget, provides guidelines for implementing security on computer hardware that runs either Microsoft Windows Vista or XP Professional operating systems.

The federal government is a major user of geographic information system (GIS) technology and utilizes the ArcGIS Desktop 9.2 products extensively. With full support for FDCC, ESRI provides federal agencies with assurance that the products they use adhere to the mandated security policies. Standardizing on security and security configuration enables better enforcement while reducing the total cost of ownership.
